Medi-Cal Behavioral Health - Oversight and Monitoring Division (MCBH-OMD) monitors and oversees county behavioral health plans to ensure compliance with state and federal requirements, regulations, and DHCS contract terms for the Specialty Mental Health Services (SMHS), Drug Medi-Cal (DMC), and Drug Medi-Cal Organized Delivery System (DMC-ODS) programs. MCBH-OMD additionally oversees quality and network adequacy of the SMHS and DMC-ODS programs.

The County/Provider Operations and Monitoring Branch (CPOMB) within the Medi-Cal Behavioral Health Oversight and Monitoring Division (MCBH-OMD) monitors and oversees county behavioral health programs to ensure compliance with state and federal requirements and regulations, and DHCS contract terms. County behavioral health programs are comprised of the following three delivery systems:

Medi-Cal Specialty Mental Health Services (SMHS)

Drug Medi-Cal Organized Delivery System (DMC-ODS)

Drug Medi-Cal (DMC)

CPOMB's general activities include analyzing new program policies and requirements for implementation related to counties' operations, monitoring, and compliance. CPOMB also provides technical assistance and implements performance improvement activities.

About this Role:

Under general supervision of the Section Chief, County and Provider Operations and Implementation (CPOI) Section , the CPOI Unit Chief plans, directs, and organizes the daily operations of the unit, which is responsible for conducting operational, implementation and monitoring activities of Medi-Cal behavioral health programs. The CPOI Unit Chief provides high-level, technical expertise, coordination, project management, coaching, training and leadership to the unit staff for the development and implementation of complex operational, implementation and monitoring activities that are consistent with the Department of Health Care Services' (DHCS) core values and are critical to achieving DHCS' mission and vision as they relate to the delivery of Medi-Cal behavioral health services. The incumbent will have excellent interpersonal, leadership, and organizational skills. The Staff Services Manager (SSM) I will represent DHCS in a professional and service oriented manner. Up to 10% overnight statewide travel by automobile, airplane, train, or other transportation is required.

    Telework Information

    The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department's operational business needs and subject to change consistent with DHCS' Telework Program and Government Code sections 14200 - 14203. Telework is available to California residents, and proof of residency may be required.

    Business travel may be required, and reimbursement considers an employee's designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
